Kickback as A Sick Culture

Probably and hopely I had never think it will happen to my life: a beaurocratic corruption. If we ever went into a beaurocratic process where the government's project tender is the main issue, we would hear a familiar word (between consultants and governments): "kickback". I just heard that dirty word today when my boss gave me the project and urged me to make the estimate finance. At the first time I was very angry and couldn't think why such a dirty thing just though like a joke; people can easily forget it as easy as breading.
A kickback is a consultant`s compensation persentage which is given for the government giving the project. This compensation is used for government`s project monitoring and evaluation. So, if a governmet gives a project, the consultant must pay a kickback to the project-given government; the government use this compensation to monitor and evaluate the project. In this normative definition, kickback is not wrong; but, in many Indonesian cases, this definition doesn't connect with the implementation itself.
In Japan, we can also find the kickback. But, there is a on-legal-paper agreement between the government and the consultant. And, ofcourse, the kickback is used as same as the definition that I have mentioned above. In Indonesia, kickbacks are not (have been not) written on a legal paper; the government and the consultant just take this kind of attitude that have been becoming an Indonesia sick culture –who have been always claiming that have the most moslems population (in term of quantity) in this planet. About the amount of compensation`s percentage? Ofcourse, it depends on the agreement of the government and the consultant. If the money were not used for government`s monitoring and evaluation, what would it used for? This money, in Indonesia cases, is used to make the final project presentation presented by the consultant easier. The government who gives the project and is gained a kikback makes a non-tention-pressure condition when the consultant presents its project result. And as you have imagined before, the government`s little-project-evaluation team don`t do its duty to give feedback to the consultant`s final project presentation.
The conclusion is that the quality of projects in Indonesia should be questioned again because of its beaurocratic corruption called the kickback. Not every Indonesian government do this thing, for example: Fadel Muhammad, Gorontalo leader, returned the kickback back to his citizien. Although many leaders do not do the same thing, I hope a few leaders make a great impact to this country with kicking out dirty governments away.
